Subject: [PATCH] chore(deps): hold cel-go below 0.32.0

cel-go 0.32.0 moved to the cel.dev/cel-go module path. The k8s.io/apiserver
module still imports the old path, so go mod tidy fails. This repository has
no direct cel-go imports. Remove the cap when k8s.io/apiserver moves to the
new path.
